What Each Material Is
HPL (High Pressure Laminate) is made by saturating layers of kraft paper with thermosetting resin, adding a decorative layer and an overlay, then compressing everything under high heat and pressure. Exterior grades add a UV-cured surface coating.
ACP (Aluminium Composite Panel) is two thin aluminium skins bonded to a mineral or polyethylene core, with a coil-coated painted surface, usually PVDF.

Cost
ACP is generally cheaper per square foot for basic grades. However, fire-rated mineral-core ACP closes much of that gap. Compare like for like: budget PE-core ACP against exterior-grade HPL is not a fair comparison on either price or performance.
Fire performance

Polyethylene-core ACP has been associated with rapid fire spread in high-rise facade fires internationally, which has driven regulatory restrictions in several countries. HPL produces more convincing wood and stone finishes because the decorative layer is a printed paper under a clear overlay, giving real depth. ACP wood finishes are surface prints on metal and generally read as less natural up close.
Weight
ACP is lighter, which can matter on tall buildings or where structural loading is constrained. For typical residential elevations this rarely changes the decision.
Repair and replacement
Both are panel systems, so individual damaged panels can be swapped. Shade matching on ACP can be trickier over time because painted metal weathers differently than laminate.

Choose HPL if: you want realistic wood or stone finishes, the surface will face daily contact (gates, ground-floor walls, balconies), you value scratch and dent resistance, or you are cladding a home rather than a tower.
Choose ACP if: you need very large uniform commercial facades, weight is structurally constrained, you want a high-gloss metallic or mirror finish, or budget is the dominant constraint and you are specifying a properly fire-rated mineral core.
